The Sanctions No One Sees: How an Entire Nation Can Be Suffocated Without Officially Banning Food or Medicine

Many people believe that if the United States wanted to prevent Cuba from receiving food or medicine, it would simply sign a decree explicitly banning them.

But that is not how this system works.

Instead, a far more effective mechanism has been built: making trade with Cuba so risky that companies choose to stay away on their own.

No law needs to state that infant formula is prohibited. No executive order has to mention antibiotics, insulin or any other medicine. If every company capable of transporting those goods, financing them, insuring them or processing the payments fears the consequences of doing so, the outcome is almost exactly the same.

That is the logic behind secondary sanctions.

Unlike direct sanctions, these measures go beyond the country that imposes them. They place pressure on shipping companies, insurers, banks and foreign businesses by warning that maintaining commercial relations with sanctioned Cuban entities may expose them to severe penalties. Those consequences may include losing access to the U.S. dollar financial system, having assets blocked or facing other sanctions that could jeopardize their international operations.

For many international companies, the calculation is straightforward: the Cuban market is simply too small to justify risking access to the world's largest financial system.

So they leave.

The cargo itself has not been banned.

Instead, enormous pressure has been placed on everyone required to move it.

The consequences rarely appear in a single headline, but they build up over time.

Shipping companies abandon Cuban routes.

Banks refuse to process payments or close accounts.

Insurance companies stop covering vessels.

Ports, terminals and maritime operators become financially untouchable.

Sometimes a shipment remains stranded in another country.

Sometimes it is cancelled before departure.

And often it is never even negotiated because no company is willing to assume the risk.

The result is deliberate isolation.

The Executive Order signed on May 1, 2026, does not specifically mention infant formula or medicine.

Instead, it targets the entire system that allows those products to reach Cuba: those who transport them, those who finance the shipments, those who process the payments, those who insure the voyage and every intermediary that makes international trade possible.

When enough pressure is applied to every link in a chain, sooner or later the chain breaks.

And that pressure continues to increase.

Following the sanctions imposed on Cuba's foreign trade and maritime-port groups, foreign companies were given until August 12, 2026, to wind down their existing operations. After that date, continuing to do business with those entities may expose even non-U.S. companies and financial institutions to significant sanctions risks.

An entire supply route is being forced to shut down.

And it is precisely the route through which food, medicine and essential supplies must pass.

When supply chains collapse, statistics stop being numbers and become human stories.

A newborn whose parents cannot find infant formula.

A hospital patient waiting for medicine that never arrives.

A child whose daily treatment depends on imported products.

Families standing before empty shelves, wondering how they will feed their loved ones tomorrow.

These are no longer economic concepts.

They are people.

Human beings living with the consequences of decisions made thousands of miles away.

This is how economic asphyxiation works.

The pressure is tightened until an entire people struggle to breathe, while it is claimed that food and medicine were never officially banned.

Any discussion about sanctions should always keep in mind those who bear their consequences every single day.

Policies can be debated.

Governments can be criticized.

But ordinary people should never become collateral damage.

Faire du tourisme aujourd'hui semble être une course contre la montre et en faveur de la photo parfaite pour les réseaux sociaux. Au milieu d'une mer d'agences de voyages de masse, de bus climatisés et de guides qui récitent des données par cœur comme des magnétophones, trouver une expérience authentique est presque une anomalie.

Nous nous sommes entretenus avec Humberto, un guide professionnel et indépendant qui parcourt La Havane « au souffle ». Dans un environnement où rivaliser avec les géants du tourisme est un combat quotidien, il a réussi à obtenir ce que l'argent des grandes agences ne peut pas acheter : que ses clients terminent la journée émotionnellement épuisés, dans le meilleur sens du terme.

Journaliste : Humberto, parlons franchement. En été, marcher sous le soleil de La Havane est un défi physique considérable. Maintenir un tarif fixe de 25 euros ou dollars par personne alors que parfois le marché pousse à marchander ne doit pas être facile. Pourquoi rester ferme sur cette valeur ?

Humberto : Parce que c'est un effort réel. Le climat en été caribéen est très agressif, il exige beaucoup de vous physiquement et mentalement. Mais, au-delà du climat, ce que j'offre n'est pas une promenade de routine ; c'est un service totalement personnalisé et professionnel. J'accorde beaucoup de valeur à mon travail, à mon expérience et au niveau d'engagement que je mets dans chaque heure de visite. Quand un service est de qualité, qu'il a un soutien intellectuel et garantit une expérience réelle, 25 euros n'est pas un prix excessif. C'est valoriser l'effort que représente le fait d'être là, à tout donner avec soin et respect envers le visiteur.

Journaliste : C'est une position ferme, d'autant plus qu'à Cuba les règles du jeu sont différentes. Vous ne rivalisez pas dans un « marché normal ». Comment vit-on cette concurrence au quotidien ?

Humberto : C'est que des concepts comme « se positionner sur le marché » sont très relatifs ici. Nous ne partons pas tous de la même ligne. Il y a ceux qui ont des ressources, des contacts directs avec des agences étrangères ou de l'aide de l'extérieur qui leur rend le chemin plus facile. Moi, c'est à la force du poignet. Je dois disputer les clients, les convaincre face à l'offre des grandes agences de voyages, des hôtels ou du gouvernement lui-même. C'est pourquoi chaque client qui décide de faire la visite avec moi n'est pas un numéro de plus ; c'est une grande victoire personnelle.

La valeur de l'expérience et de la pédagogie

Journaliste : Vous ne correspondez pas au stéréotype de l'animateur touristique jeune qui répète un script appris par cœur. Comment la maturité influence-t-elle la façon dont les voyageurs vous perçoivent ?

Humberto : Elle influence totalement. Passé un certain âge, les années cessent d'être une simple donnée chronologique pour devenir une autorité naturelle, un capital intellectuel. Le voyageur international le remarque immédiatement ; il se rend compte qu'il n'est pas face à quelqu'un qui improvise, mais face à un chroniqueur de la ville, un intellectuel qui comprend l'histoire profonde, l'architecture et les nuances culturelles à travers l'expérience et l'étude constante. Cela projette une crédibilité qui ne peut pas être feinte.

Journaliste : En plus de votre bagage historique, vous avez une longue expérience dans l'enseignement de l'anglais au niveau universitaire. Comment la salle de classe de l'université se transpose-t-elle dans les rues de La Havane ?

Humberto : La pédagogie et la maîtrise linguistique sont des outils essentiels dans ce travail. D'une part, cela me donne une compétence communicative en anglais, avec le registre approprié pour me connecter avec des publics de tout niveau culturel. D'autre part, j'applique la didactique : un bon professeur sait comment doser l'information, maintenir l'attention, lire le langage corporel de son « public » et, surtout, transformer un tas de données historiques froides en un récit attrayant, en une histoire vivante. Les rues de La Havane deviennent, littéralement, une salle de classe ouverte.

Au-delà des dates : la connexion émotionnelle

Journaliste : Beaucoup de guides inondent le visiteur d'années, de noms de généraux et de batailles. Vous, en revanche, proposez de fuir les chiffres. Pourquoi ?

Humberto : Il y a quelque temps, j'ai lu une phrase qui est devenue ma philosophie de travail : quand le client rentre chez lui, ce dont il se souvient, ce sont les émotions. Il ne se souvient pas exactement des visages, ni même des hôtels, parce que les hôtels du monde se ressemblent de plus en plus. Si vous submergez une personne de dates et de chiffres qui ne lui disent rien, au bout de deux heures, elle aura tout oublié. Ce qui reste gravé dans la poitrine, ce sont les expériences vécues, le point de vue des uns et des autres, les contradictions de l'histoire. C'est pourquoi mes visites sont personnalisées : j'aborde l'histoire et la question sociale avec empathie, pas avec un script figé.

Journaliste : Vous dites que vous laissez vos clients « épuisés émotionnellement ». Cela semble intense. Comment y parvenez-vous ?

Humberto : (Sourire) Ce n'est pas une question d'ego, c'est la réalité de ce qui se passe dans la rue. Tous, sans exception, se connectent. L'épuisement vient de l'intensité avec laquelle ils vivent la ville à travers mes yeux. Je ne leur vends pas une carte postale parfaite ni un discours répété ; je leur montre l'humanité de ce lieu, avec ses lumières et ses ombres.

Journaliste : J'imagine que cette connexion change selon le bagage culturel que chaque voyageur apporte...

Humberto : Totalement. L'impact est différent chez chaque personne. Par exemple, un Américain découvre soudainement en marchant avec moi qu'à Cuba on ne déteste pas son pays (même en ayant toutes les raisons de le faire), que les gens les traitent bien dans un monde qui leur est parfois hostile. Un Espagnol trouve ses racines étendues ici, comprenant ce que l'Espagne a représenté, pour le meilleur et pour le pire, dans notre histoire. Ou un Latino-Américain qui arrive en cherchant à se connecter avec un courant idéologique. Mon travail est d'activer cette sensibilité.

Des ponts entre des réalités différentes

Journaliste : Et que se passe-t-il quand le code culturel est complètement différent ? Je pense aux défis que vous avez eus avec des voyageurs du Moyen-Orient ou d'Asie.

Humberto : Ce sont les véritables défis. J'ai eu des clients d'Arabie Saoudite ou du Japon, beaucoup d'entre eux des professionnels venant pour des congrès médicaux ou des événements spécifiques. Ils viennent d'un monde hyper-globalisé et ne comprennent pas nos dynamiques actuelles, nos batailles quotidiennes. Avec eux, on ne peut pas forcer une interprétation ni prétendre qu'ils assimileront la réalité depuis une culture qui n'est pas la leur.

Journaliste : Comment jeter un pont avec quelqu'un qui vient d'une réalité si lointaine ?

Humberto : Il n'y a pas de formule magique. Les choses se passent simplement dans la rue, la vie se déroule sous leurs yeux et vous agissez. Le secret n'est pas de les convaincre, mais de leur montrer le contraste pur et dur. Leur expliquer le pourquoi des choses, l'origine de ce qu'ils voient, même si au final ils ont du mal à le comprendre complètement. L'interprétation finale doit leur appartenir, libre et respectueuse.

Journaliste : Pour terminer, Humberto, après tant d'années et tant de marches sous le soleil, y a-t-il une partie du parcours que vous préférez ou qui est devenue votre favorite ?

Humberto : Non, pas du tout. J'apprécie le parcours complet, du début à la fin. Chaque coin de La Havane a quelque chose à raconter et chaque client est une opportunité de raconter l'histoire d'une manière nouvelle. Tous les aspects de mon travail me plaisent également.

We Are Harassed by the Pale Face: From the Armored Conqueror to the One in Designer Suits

There exists an image that the Indigenous peoples of North America were able to read with a clarity that official history has never wanted to acknowledge. When they named the European invader “pale face,” they were not insulting. They were diagnosing. They were describing, with a precision no academic treatise has ever surpassed, the phenomenology of power arriving on armed horses to claim as its own what had always belonged to others.

Five centuries later, the pale face is still here.

It has changed its clothes. It has changed its instruments. But the logic is the same: arrive, take, destroy what cannot be taken.

The Conqueror Has Not Died: He Has Only Changed His Suit

The conqueror arrived with armor, with cross and sword. The Inquisition was his legal department: it burned at the stake what it could not convert, tortured what it could not bend. Violence was direct, visible, proud of itself.

Today’s pale face arrives in Italian designer suits, with congressional resolutions and State Department statements. Armor is now called economic sanctions. The stake is now called blockade. The sword is now called national interest.

But the result is the same: peoples unable to buy medicine, children growing up under scarcity engineered from abroad, economies strangled not by their own incapacity but by the deliberate will of those who decide that such a people does not deserve to prosper unless it kneels.

We are harassed by the pale face. It harasses us with the spur, the saber, and the harness. Murderous cavalry, before and after.

The Pale Face Has a Name, But It Also Has Disguises

It would be far too convenient to reduce the pale face to a single figure. Yes: there is an image that, in this historical moment, concentrates the essence of the method with almost pedagogical transparency.

Donald Trump is the pale face without disguise. He is the version that dropped the mask of diplomacy and revealed the naked logic of the conqueror: you have something I want, and if you do not give it to me willingly, I will find a way to take it from you.

But it would be a mistake to look at him and fail to see those behind him, beside him, those who came before and those who will come after with more elegant suits and more polished rhetoric. The European pale face in its headquarters in Brussels, calculating which sanctions to apply to which country. The financial pale face in its offices on Wall Street or in the City of London, deciding which debt is unpayable and which economy must collapse. The technological pale face that controls the platforms where the peoples of the global South attempt to exist digitally, and that one day, by decree from Washington, simply erases them.

They all have the same face. They all share the same method.

The New Weapons: Blockades, Sanctions, and the Destruction of the Mind

The conqueror of the 21st century has learned to be more perverse: to kill slowly, and to make the victim appear responsible for its own agony.

The economic blockade is the modern Inquisition. It does not burn at the stake: it leaves hospitals without medicines, factories without spare parts, local producers without access to international markets. It kills with the same effectiveness as the sword, but with the added advantage that the executioner can wash their hands. “We are not doing anything to them,” says the pale face. “They simply don’t know how to manage themselves.”

And when the body resists—when the people do not collapse—the attack on the mind begins. The cultural industry as a weapon of war. Digital platforms designed to colonize the imagination of the young, to convince them that the only possible future is the one the pale face has designed for them: consumers, never producers; spectators, never protagonists; atomized individuals, never an organized people.

It harasses us with its elixir of prostitution. It harasses us with its way of seeing, its aesthetics, its angle, its style, its knowledge. It harasses us through synthesis, and seeks to sink our soul with the screws of a machine.

The teacher who teaches their own history is its enemy. The doctor who heals without depending on its pharmaceuticals is its enemy. The journalist who names what is happening without using its categories is its enemy. That is why the pale face fights against teachers and doctors: not because they are dangerous in the abstract, but because consciousness and health are the two most basic forms of sovereignty—and sovereignty is what the conqueror has sought to destroy from the very first day.

When Subtle War Is Not Enough: The Monster

There is a moment in the method of the pale face that reveals its most naked truth. It is the moment when subtle war—blockade, sanctions, cultural colonization, the financing of internal opposition—fails to achieve its objective. When a people, against all forecasts and all pressures, insists on existing on its own terms.

Then the monster appears.

The monster takes the form of aircraft carriers in the Caribbean. It takes the form of military bases in one hundred and fifty countries. It takes the form of a coup carried out with surgical precision in the morning, followed by a statement expressing concern for democracy in the afternoon. It takes the form of a “smart” bomb falling on civilian infrastructure and being presented on northern news broadcasts as a precision operation.

It harasses us with its monster of radioactivity, its future of sand, its colossal death.

This is not rhetoric. It is the documented history of Hiroshima and Nagasaki. It is Korea, Vietnam, Iraq, Libya, Syria, and now Iran. It is the permanent threat hanging over any country that decides that its natural resources, its foreign policy, its system of government, are not for sale.

The pale face does not accept “no.” It never has. Since it arrived on these shores five centuries ago with its crosses and its arquebuses, the refusal of the other has always been interpreted as a declaration of war.

We Are the Earth, the Water, the Air, and the Fire

In the face of all this, the song that inspires these reflections does not propose resignation or hatred.

They want to take our land. They want to take our water. They want to take our air. And we will give only fire—only fire.

The land is not a metaphor. It is where we live, where we produce, where we bury our dead and where our children are born. To take it is the first act of the conqueror—and also the last he intends to carry out. Water is a resource, a right, and the argument of the wars to come. Air is the space we share, the climate we are inheriting—damaged by centuries of industrialization without consequences for those who carried it out.

And fire: not destruction, but irreducible energy. The will to exist that no blockade has ever fully extinguished. The conviction that we are our land, our air, our water, our fire—and that this is not negotiated, not surrendered, not handed over in any exchange of one for a thousand.

Until All of Us Together Put Him in His Place

The pale face lives by harassing. It needs harassment the way it needs oxygen: without it, without the constant extraction of labor, wealth, and sovereignty from others, its system cannot sustain itself. That is why it does not stop. That is why it cannot stop. Violence is its method.

But it has a limit. It always has.

That limit is us: when we stop seeing ourselves as individual victims of individual harassment and recognize the structure; when we name the method; when we understand that the one who blocks Cuba, the one who sanctions Venezuela, the one who threatens Iran, the one who finances coups in Africa, and the one who controls wheat prices in Asia are all expressions of the same conquering impulse that arrived five centuries ago on these shores believing the world was theirs.

We are harassed by the pale face that lives by harassing—until all of us together put him in his place.

To put him in his place is not revenge. It is history. It is recognizing the enemy clearly, without the euphemisms it creates to protect itself, and acting accordingly—with the unity it fears most.

The pale face, with all its artificial tan and designer suits and aircraft carriers and sanctions, is not eternal. No form of domination ever has been.

We are the land.
We are the fire.

And fire does not ask for permission.

Es ist der handfeste Beweis, dass man ein unabhängiges, gebildetes, sicheres und solidarisches Land sein kann, ohne dem internationalen Finanzkapital ausgeliefert zu sein.

Sie wollen nicht, dass Touristen sehen, dass es einen Ort gibt, an dem die Mordrate im Vergleich zu jeder amerikanischen Stadt verschwindend gering ist. Sie wollen nicht, dass Besucher erfahren, dass in kubanische Ärzte in den ärmsten Winkeln des Planeten Leben retten, während andere Nationen Raketen schicken. Sie wollen nicht, dass die Welt sieht, dass das kubanische Volk trotz sechs Jahrzehnten einer unmenschlichen Belagerung immer noch Herr seines eigenen Schicksals ist, mit einem Lächeln, das es nicht verkauft, und einer Würde, die es nicht verhandelt.
